Performs complex project management work in support of the Texas Department ofMotor Vehicles (TxDMV) Information Technology Project Management Office (ITPMO). Work involves initiating, planning, executing, monitoring andcontrolling, and closing projects approved by the TxDMV Governance Team.Projects must be completed on time and within budget, scope, quality, and changemanagement procedures. The Project Manager must manage projects in compliancewith the Texas Project Delivery Framework and agency standards and methodologyfor governance, change management, project management, and softwareengineering. Coordinates, assigns, and manages the work of others. Works undergeneral supervision, with moderate latitude for the use of initiative andindependent judgment. Official sealed transcripts of all college hours/degrees listedon State of Texas application will be required on or before the first day ofemployment if selected for the position.
Manage assigned projects in accordance with the agency governance and projectmanagement methodology.
Assist with project cost benefit analysis and justification when assigned by theIT PMO Portfolio Manager.
Develop project budgets, schedules, timelines, milestones, work plans,resources requirements, cost estimates and projections using approved tools.
Conduct project lessons learned documenting best practices and lessons learnedin accordance with IT PMO standard operating policies and procedures.
Monitor and manage project cost to ensure project completion within budget withacceptable level of quality.
Monitor and manage project quality to ensure project deliverables areacceptable and fulfill the terms of the project contract or businessrequirements.
Identify project risks and issues and develop mitigation strategies and/orcorrective action plans.
Initiate assigned projects in accordance with IT PMO standard operatingpolicy/procedures (SOP) or directives.
Plan assigned projects in accordance with IT PMO standard operatingpolicy/procedures (SOP) or directives.
Monitor & control assigned project in accordance with IT PMO standardoperating policy/procedures (SOP) or directives.
Use approved project management templates for project documentation.
Work with business analysts to coordinate, plan and define the business andsystems process requirements.

Education and Experience
Bachelor's degree plus five (5) years progressively responsible experience inIT project management. Technical training in above experience activities may besubstituted for education or experience on a year per year basis.Graduate-level education in project management, computer science, business, ora field deemed relevant by TxDMV may be substituted for experience on a yearper year basis. (Experience requirements may be satisfied by relevant full-timeexperience or the prorated part-time equivalent.)
