DIVISION:  Texas Treasury Safekeeping Trust Company/Financial Accounting & Reporting Section
 
GENERAL DESCRIPTION:
Performs highly complex (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of general ledger entries, reconciliations and financial reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; preparing and/or reviewing complex accounting reconciliations.  Specialize in financial and investment transactions, including general ledger journal entries and general ledger analysis. Duties may include maintaining oversight and reviewing the work of others for accuracy and completeness. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 
 
WORK HOURS:
M-F, 40 hours a week with occasional evening and weekend hours.  Hours may change based on business need. 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Prepare and/or oversees the preparation of transaction/general ledger entries in the general ledger systems, such as Accounts Payable and Accounts Receivable and other GL entries. Prepare and/or oversee the preparation of general ledger reconciliations, documents, and reports. Review and verify completeness of the daily accounting activity in a timely manner. Analyze and research general ledger and reconciliation issues and resolve in a timely manner. Prepare agency analysis and reports in accordance with federal and state reporting requirements. Assists in preparing reports and gathering data required for internal and external audits throughout the year.  Make recommendations as appropriate.
Month End/Year End Close:
Assists with Annual Financial Report preparation of year-end entries and reviewing, documenting, communicating with CPA Financial Analysts and Appropriation Control Officers to ensure reporting is accurate and submission of web certifications.
Ensure reconciling items affecting Interim Financial Reporting are resolved timely prior to report issuance.
Verify accuracy of general ledger account balances as reported in the year-end financial statements.
Assists in the preparation and reviewing of the monthly and annual financial statements.
Assists in the analysis and preparation of the budget files.
Assists with the development and implementation of new accounting systems, accounting processes, procedures, controls, and/or reports.  Solves accounting policies and procedures as they pertain to accounting for and reporting of financial information. Makes recommendations as appropriate.
Performs other related work as assigned. Manage work time efficiently while being able to prioritize and manage multiple tasks at the same time.


Qualifications

Education:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance, or a related field.

 
Preferred Education:
Bachelor's or Master's degree in Accounting.
 
Experience:

Five (5) years of experience in general ledger accounting and financial reporting.

Three (3) years of experience preparing budgets.

Five (5) years of experience preparing and reviewing complex reconciliations.

 
Preferred Experience:

Experience working with investment banking, cash management, treasury and/or trust operations.

Experience in the Uniform Statewide Accounting System (USAS).Experience with the Annual Financial Report (AFR).

Experience with audits.
PREFERRED LICENSES/CERTIFICATIONS:
Certified Public Accountant (CPA) is preferred.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary. (An example might be an Accounts Examiner III in Revenue Accounting division who moves to an Accounts Examiner III in the Enforcement division.)
