Instrumentation/Communications Manager for the Base Operations and Test Support Services contract at Fort Hood, Texas. Responsible for providing instrumentation, communications, and information technology  (IT) support for operational tests events conducted by the U. S. Army Operational Test Command (OTC) at Fort Hood, Texas, (primary location) and Fort Bragg, North Carolina.

Responsible for the planning, identification, preparation, installation, certification, maintenance, operation, sustainment, and recovery of all non-system under test (SUT) IT, instrumentation, and communication systems supporting a test. Responsible for the installation, maintenance, operation, and removal of test support tactical and non-tactical radio frequency (RF) communications systems, other than commercial telephone equipment and service, during a test. Analyze the Task Authorization Request (TAR), Task Implementation Plan (TIP), Test Design Plan (TDP), Detailed Test Plan (DTP), and Test Resource Plan (TRP) and provide instrumentation recommendations for each test.

Identify instrumentation requirements for each test, finalize the instrumentation plan, and configure, transport, install, calibrate, and support the Government in performing instrumentation certification using the Risk Management Framework (RMF) process and ensuring the Security Technical Implementation Guide (STIG) requirements are met.

Support the System Integration Testing (SIT) of instrumentation and other products interacting with the SUT. Analyze software code/interfaces to identify interface issues or integration discrepancies residing with the current software code, documentation, and system performance. Identify issues or discrepancies, perform root cause analysis, document findings, and recommend corrective actions. Upon Government approval, implement the corrective actions and update the instrumentation documentation. Develop or update documentation for all instrumentation systems, subsystems, and modules including engineering data, software documentation, maintenance manuals, installation manuals, operations manuals, and programming manuals. After successful testing and validation, provide the Government's Configuration Control Board (CCB) an updated instrumentation software baseline. After instrumentation certification has been completed, report results and update the TDP, DMP, DTP, and TRP reflecting the instrumentation used for the test.

Operate, maintain, and ensure accountability of all GFP Information Technology (IT) and communications equipment. Analyze test requirements, identify IT and communications equipment required to support test objectives, and prepare IT equipment for use. Upon test completion, recover and service all instrumentation, communication, and IT equipment in preparation for upcoming tests.

 



Qualifications

Instrumentation/Communications Manager must have a Bachelor's degree and ten (10) years of instrumentation, communication, and IT experience with military systems. This position requires a Secret security clearance.
