Data Manager for the Base Operations and Test Support Services contract at Fort Hood, Texas. Responsible for supervising the Data Management Team (DMT) responsible for providing data management support in the planning, preparation, execution, analysis, and reporting of independent operational tests, experiments, and assessments of Army materiel and information mission area systems providing information for the acquisition and fielding of war fighting systems.
Provide data management, data collection, data reduction, analysis, and reporting for operational tests events conducted by the U. S. Army Operational Test Command (OTC) at Fort Hood, Texas, (primary location) and Fort Bragg, North Carolina. Review critical test documentation prior to each test event including the Task Authorization Request (TAR), Task Implementation Plan (TIP), Test Design Plan (TDP), Detailed Test Plan (DTP), and Test Resource Plan (TRP). In coordination and collaboration with the evaluators, determine what data are needed from what sources to address the analytical methodology. Document data required for analysis in a data dictionary. The data dictionary provides the detailed information for the collection, importing, processing, and analysis for all data elements required to answer Key Performance Parameters (KPPs), Critical Operational Issues and Criteria (COIC), critical technical parameters (CTPs), Measures of Effectiveness (MOEs), Measures of Suitability (MOS), Measures of Performance (MOPs), and other analytical requirements. Develop, coordinate, publish, and execute the Data Management Plan (DMP) as the primary source document for the planning, collection, reduction, authentication, reporting, distribution, and archival of all test data.
Develop and implement data collection plans (DCPs) addressing the collection process for manual and electronic data including the personnel, resources, surveys, forms, schedules, computers, instrumentation, and facilities. Conduct data collection training ensuring all personnel can execute their responsibilities in the collection, handling, processing, and delivery of data. Plan, develop, and implement the necessary programming efforts to receive, import, process, analyze, and provide the required data for evaluation ensuring all security and control features protect sensitive and classified data. Design, develop, and implement the test and evaluation (T&E) database ensuring all tools meet the data management, tester, and evaluator requirements.
Data Manager must have a Bachelor's degree and ten (10) years of data management and programming experience with military systems. This position requires a Secret security clearance.
