PRIMARY FUNCTIONS:  Performs a variety of tasks related to the Housing Choice Voucher (HCV) Program leasing cycle, including functions in incoming and outgoing portables. Manages outgoing portable caseload to ensure paperwork is transmitted to receiving Public Housing Authority (PHA) and that the receiving PHA updates HACA on the client status.  Tracks payments, ensuring that receiving PHA sends annual recertification paperwork.  Includes sending recertification notices to receiving PHAs, and if recertification paperwork is not received, discontinues payment to receiving PHA. Conducts initial briefings for all incoming portable clients, including issuing vouchers and accurately generating rent estimates.

Processes timely, accurate initial payments to owners for initial portables clients. This includes accurately completing rent calculations following required federal and local policies for the (HCV) program. Completes Housing Assistance Payment (HAP) Contracts, obtains copy of leases, and obtains owner signatures on HAP Contract within 60 days of HAP Contracts effective date. Compiles files with all necessary documents following the verification hierarchy and other required policies outlined in the HCV Administrative Plan and Standard Operating Procedures.  This includes following up on pending documents and promptly submitting file for case screening. Provides timely notifications to initial housing authorities regarding the status of the incoming portable client, including lease-up status and whether HACA will bill or absorb. Promptly responds to other PHAs, property owners or tenant concerns, and educates all parties on HCV program policies and procedures.  This includes providing written responses to either party to clarify any issues or responding to questions. Provides monthly status report regarding the total number of incoming and outgoing portables to include a cumulative year-to-date total.  For any incoming portable clients billed, tracks payment from initial PHAs and ensures on-time payment or notifies PHAs of any amounts owed to HACA.  Reconciles all payments due and received monthly, and enters payments received into Elite. Develops procedures, forms and tracking mechanisms to ensure an efficient operation of incoming and outgoing portables.  Prints Eligibility Income Verification (EIV) reports and places in tenant files within 90 days of HAP Contract effective date for all new admissions, and follows up on any identified fraud. Provides back-up relief to other Housing Eligibility Specialists (HES) if time permits, to include seeing appointments, responding to tenant or property-owner questions, completing initials, re-exams, interims, or other related HES duties. Performs other duties assigned.


QUALIFICATIONS:  Bachelor's degree in Social Sciences or Business Administration from a four-year college or university; or four years related experience and/or training; or equivalent combination of education and experience. Preferred Bachelor's degree from a four-year college or university and one to two years related experience and/or training; or equivalent combination of education and experience. Experience in providing social services. Excellent computer skills to include Microsoft Office Suite - Word, Excel, PowerPoint, and Access.  Excellent written and oral communication skills. Knowledge of general office practices and procedures, business English and basic arithmetic. Some knowledge of standard bookkeeping principles, practices, and techniques. Knowledge of HUD and Housing Authority policies, procedures, and practices pertaining to the HCV (Section 8) programs or HUD rental assistance programs. Skill in operating general office machines and computers. Ability to communicate and relate to persons of diverse backgrounds and abilities, and establish and maintain effective working relationships with other employees and residents. Bondable. Valid Texas Driver's License, Eligible for coverage under Housing Authority fleet auto insurance.


WORK ENVIRONMENT & PHYSICAL DEMANDS:  Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment.  Work involves the normal risks and a discomfort associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.
